applies to most employers that participate in the WSIB system. It
is a plan designed to reward employers with low claims costs and
penalize employers with high claims costs. NEER examines actual
benefit payments made in claims. To that dollar amount NEER adds
Projected Future Costs and the WSIB Overhead. These three factors
comprise what the WSIB calls Actual or NEER Costs. NEER then
compares these to expected costs as determined by the WSIB. The
difference is used to calculate the refund or surcharge.
