NEER is also a factor in marketplace competitiveness, as it compares
employers in the same business classification. Thus, if one employer
is in a position of receiving a refund of a portion of their WSIB premiums
and a competitor is in a position of having a surcharge assessed in addition to their premiums, the employer receiving a refund has additional funds available to conduct their business – a distinct competitive advantage.
